Stephen Campbell is a Policy Research Associate at PHI. In this capacity, he contributes research, analysis, and writing on issues affecting the direct care workforce with the goal of impacting state and national policy. Stephen tracks direct care workforce wages, employment, and job quality indicators at the local, state, and national levels. He also researches workforce training standards, matching service registries, and other policy trends in all 50 states. Stephen serves as a workforce policy expert at the Community Living Policy Center at the University of California, San Francisco. He is also the staff representative on the PHI Board of Directors.
Prior to joining PHI, Stephen accrued two years of policy experience in Washington, DC, where he managed grassroots programs and state government affairs for an organization representing people with kidney failure. Stephen graduated from the University of California Berkeley with a BA in Political Science and Chinese. He will also complete an MPA from Baruch College in June 2018
