
Rick Surpin
In preparation for reform of the Medicaid system in New York, Senator Kemp Hannon (R-Hempstead, LI), chairman of the NYS Senate Standing Committee on Health, invited Rick Surpin to present his proposal, “A Home and Community-Based Service System Reform Blueprint” (pdf), to the members of the Senate Health Committee.
Mr. Surpin, president of the Independence Care System, an affiliate of PHI, addressed the needs of the nursing home eligible population, describing them as the most complex, complicated and costly Medicaid recipients.
Mr. Surpin outlined the key elements of his reform proposal:
- raising the requirement for nursing home eligibility
- reducing home care service utilization
- utilizing care management for those receiving personal care and Certified Home Health Agency services
- protect the home health aide workforce by establishing a wage floor
Joining Mr. Surpin at the roundtable were Dan Sisto, president of the Healthcare Association of New York State (HANYS), David Rich, executive vice-president of the Greater New York Hospital Association (GNYHA), and Stephen Acquario, executive director of the New York State Association of Counties.
