Summary: The Personal and Home Care Aide State Training Program was created as part of national health reform in 2010 to fund a three-year demonstration program for up to six states to develop core competencies, pilot training curricula, and develop certification programs for personal and home care aides. Total funding for these demonstrations is $5 million per year for three years. States are encouraged to consult and collaborate with community and vocational colleges regarding the development of curricula to implement the project.

| Application Requirements | |

| Needs Assessment | Outline of the state’s needs and concerns regarding the direct-care workforce and the specific population the state intends to serve with the proposed project. Inclusion of demographic data is specifically requested. |
| Recruitment and selection criteria | Identify the target population for the training and how individuals will be recruited and selected for the training program. |
| Curriculum | Include an outline of the training program curriculum that details the course offerings, the number and length of training sessions, classroom vs. on-the-job training time, the student-teacher ratio, the qualifications of instructors, the type of recognition awarded graduates. |
| Competencies | Describe the competencies that the curriculum covers. The grant requires the following core competencies: roles and responsibilities of personal and home care aide; personal care skills and nutritional support; consumer/needs-specific training; basic restorative skills; consumers’ rights, ethics, and confidentiality; interpersonal skills; infection control; safety and emergency training; and medication support, if applicable. |
| Mentoring and Career Counseling | Describe training program supports to ensure retention and graduation. |
| Certification test | Describe the proposed certification test, including written and skills demonstration of competencies (including the system for measuring mastery of skills). |
| Continuing Education Plan | Include a plan to assess individual training needs and remedies for addressing them; identify appropriate educational tools; provide training in key areas such as affects of medication on behavior of clients; provide crisis intervention support for aides; and provide a plan for short weekly trainings that accommodates aides on all shifts. |
| Evaluation | Include an evaluation plan that addresses knowledge gained by trainees and how that knowledge is used on-the-job. Evaluation plans must include a control group to demonstrate the effectiveness of the intervention. Specify data to be collected, how it will be collected, and how it will be analyzed. |
