		<description>Can you direct me to more information about what defines a &quot;qualified family member&quot;?  How do we know that the person selected is actually physically, mentally capable of performing the tasks required?  What assurances are there in place that a recipient will not be in a vulnerable place of being exploited by family members that they feel they cannot report, or they do not have the capacity to report if the care is not being provided adequately?  Thanks</description>
