As its founding President, Steven Dawson has guided PHI for more than 15 years. Under his leadership, PHI has grown into an $8.3 million organization with a staff of 43, working to secure quality care through quality jobs for our nation’s direct-care workforce. He serves on the Board of Cooperative Home Care Associates (CHCA), PHI’s affiliated $40 million home care agency, which employs more than 1,550 paraprofessionals in New York City and is the largest worker cooperative in the country.
Steven chairs the Independence Care System (ICS), New York’s first Medicaid-funded chronic care demonstration program for adults living in their homes with disabilities, which now has more than 1,350 consumer members. He has authored several landmark publications on low-wage and health care employment issues. Previously, he founded the Industrial Cooperative Association (now The ICA Group).

Jodi M. Sturgeon is PHI’s Vice-President, responsible for the overall management of PHI’s internal operations, programmatic and strategic direction, and the development and implementation of systems to strengthen the organization’s infrastructure.
Prior to taking on the role of vice-president, Jodi spent five years as PHI’s Chief Operating & Financial Officer. Jodi also has over ten years of nonprofit management experience as vice-president for a statewide nonprofit that partnered with PHI and others to create Quality Care Partners, a home health care agency in New Hampshire. She also served as a founding board member of that organization and is a past board member of PHI. Jodi has a BS in accounting. She did her graduate work at Southern New Hampshire University, with a concentration in nonprofit finance that included an advanced certificate in governmental finance.

In her role as Organizational and Executive Coach, Sara supports coaching, leadership development, and team building at PHI and among its affiliated agencies, including Cooperative Home Care Associates, Home Care Associates of Philadelphia, and Independence Care System. Sara works with PHI program leadership to ensure integration across national and regional work, as well across PHI’s policy and practice based work.
For nearly 10 years, Sara led PHI’s training and organizational development team. In that role, she served as director of the PHI Center for Coaching Supervision and Leadership, served as the primary author of PHI’s Coaching Approach to Supervision curriculum, and assisted numerous nursing homes and home care agencies in implementing relationship-centered cultures.
Prior to coming to PHI, Sara served for three years as Director of Education and Workforce Development at Home Care Associates, a PHI affiliate, in Philadelphia, PA, where she helped grow and expand the direct-care worker training programs and first developed the coaching approach to supervision. Prior to this time, Sara spent 15 years providing training, organizational development and diversity consulting services to nonprofit providers in the fields of health care, education and social services, as well as to Fortune 500 companies.
